3-man rotations
I have consulted some other experienced LL umps online and we have kinda sorta likea come up with some rules. In general:
  • With no one on, U1 takes BR into 1B on a hit, curls around in foul territory, gets touch of first, then prepares for possible putout at 1B; he can cheat casually toward home if the dreaded "inside the parker" may occur. U3 cuts in and takes BR into 2B; PU moves up to take BR into 3B; U1 curls home. This will look sharp if we do it right.
  • PU should be ready come up and get third, especially if U3 can't get inside. U1 can curl back toward home. This can often occur when solo R1 is stealing 2B and there is an overthrow at 2B. NOTE: PU NEVER COVERS 3B IF U1 GOES OUT; U3 NEVER CURLS HOME.
  • U1 and U3 should never go out on same play. "Call it" on a fly ball; use the other ump's name: "Pugsley, I've got the ball." When one base ump goes out, the other must get inside and prepare to take all three bases.
  • When in A, U1 should be vigilant if PU comes up to get 3B.
  • Once you go out--stay out.
  • Verbalize, verbalize. Especially when you are the "rear" ump and you are coming up into the play with a pard who is not looking at you.

No runners
  • Ground ball to infield: U1 takes ball and BR. U3 moves into infield to take BR into 2B or 3B (U3 should do this on every grounder so that he can take BR into 2B + be ready to move to C slot for next batter). PU goes up 1B line to look for swipe tag/pulled feets.
  • Base hit: See first bullet under "In general." However, if U3 stays in D to get f/f, U1 must take BR into 1B and 2B.
  • U1 has f/f RF line and catches from CF to RF pole.
  • U3 has f/f LF line and catches from CF to LF pole.
  • When in doubt on CF catches, U1 should take the ball; if there is a drop/non-catch, U3 is better suited to come and get BR.
U3 in C; U1 in A (R1 only)
  • On ground balls, U3 takes R1, U1 is at 1B.
  • If play continues past 2B and U2 is stuck outside, PU comes up to get 3B; U1 curls home. PU is the "lead" here; go with his verbal.
  • On routine base hits, both base umps effort to get inside; U3 takes R1 into 2B and 3B; U1 takes BR at 1B and into 2B.

U3 in D; U1 in B
  • On ground balls, U1 always takes BR and play at 2B; U3 gets force/tag at 3B. PU does not come up because U1 is in B.
  • On base hits, both base umps get inside. U1 had 1B and 2B; U3 has 3B.
Tag-Ups
  • PU is always on the alert for tag-ups.
  • With R1 only, U1 can usually curl back and align tag; PU is his back-up; U3 takes R1 into 2B; if U1 goes out, PU gets the tag and U3 takes the end of the play.
  • If R2 tags up on fly to CF or RF, U3 gets the tag AND end of play. If the fly is to LF, U1 can line up the tag. If U3 goes out, U1 gets the tag and PU takes the end of play. If there is an error, U1 can curl back and get HP (a rare time when U1 may curl into HP from B).
  • If R3 tags up, U3 can cheat down the line toward home and get the tag, PU takes the end, of course. If U3 goes out, PU takes the tag and the end of play.
When a base ump goes into the outfield:
  • Ump who "stays in" cuts into infield and takes all runners into all bases. The last time I checked, there is only one baseball.
  • PU stays home if U1 goes out because he cannot curl back.
  • If U3 goes out, PU MAY come up and get 3B provided U1 is in position to curl back and is not taking someone into 2B.

Miscellany
  • PU has f/f up to the base. If U1 is in A, he takes bounding ball over the base, otherwise, PU has this call. Obviously, the same goes for third and U3 in D.
  • PU has all f/f if U1 is in B or U3 is in C.
  • PU normally takes catches by infielders; if you are a base ump and have a positive on a trap in infield, dress it up with a big "NO CATCH."
  • With U3 in C or U1 in B and a possible home run; base ump can be ready to assist PU with f/f; let PU make the call and then have him ask for help.
